If the brake lever on the drawbar has too much movement, the brakes will not work. The best way to adjust the brakes is to tighten the adjuster bolt until there is only minimal movement in the caliper arm. If the arm is worn, it will need to be replaced. Then you fine tune the slack in the cable with the adjuster near the coupling.
